Systematization and Comparison of the Citizen’s Public Information Requests during the Period 2017-2019 from the Capital Cities of Argentina, CABA and Bahía Blanca.

This paper analyzes the passive transparency which is one of the open government principles. To measure the degree of use of the right of access to public information, the portals for citizens’ information requests are explored. Data corresponds to 2017-2019 among the capital states together with Buenos Aires (CABA) and Bahía Blanca. The aggregation by themes criteria of CABA is used as a baseline to compare among cities. Besides, passive transparency indicators from the governments’ side are exposed. Together with CABA and Bahía Blanca, only Córdoba and Santa Fe accomplish the principle. The best positioned city is CABA, followed by Bahía Blanca, Córdoba and Santa Fe. Three types of municipalities are distinguished, and differences are explained by claims and evaluation of the right to Access to public information.
