Caracterización y análisis del ausentismo municipal en Chile.

Resumen

Con datos de 134 municipios de Chile para el periodo 2016-2018, analizamos los niveles de ausentismo a nivel local. A partir de la literatura disponible, identificamos diversos factores que afectan el ausentismo en el sector público, los cuales pusimos a prueba mediante un análisis de conteo (regresión negativa binomial). Nuestros resultados muestran que programas de mejoramientos de gestión municipal, así como la mayor presencia de mujeres funcionarias, reducen los niveles de ausentismo. Sorpresivamente, no encontramos evidencia estadística sobre el impacto en el nivel de ausentismo de la solvencia económica del municipio, nivel de profesionalización de las y los funcionarios, género de las y los ediles comunales, y si se trata o no de año electoral.

Sus áreas de investigación incluyen management público, políticas públicas, gobiernos locales y gobernanza.
